As an organizational structure, the General Department, which is part of the rector's office, started operating in 1921 under the name of the office. In 2016, due to structural changes in the university, the office was renamed the General Department.

The general department carries out the organization and regulation of work related to the activities of other structural units of the university in the field of clerical work, document circulation, archive, reception of citizens and consideration of their applications. It receives and registers applications received by the university, delivers copies of documents and instructions of the management to relevant institutions, ensures timely delivery of documents sent from ASPU to other organizations, institutions and citizens.

In 1973-1982, Naila Bayramova worked as a department manager. Since 1982, the department has been headed by Khuraman Aliyeva. There are 11 people in the general department: the  manager Khuraman Aliyeva, senior specialist Alovsat Humbatov, specialists Nigar Alakbarova. Sevil Khalilova, Tukazban Mammadli, clerk Aygun Yusifova, operators Rabiya Mammadova, Parvana Gasimova, Jala Guliyeva, and courier Elnara Gojayeva.
